Kolkata: There is a situation of conflict between Mamata government and Raj Bhavan in Bengal regarding the RG Kar incident. Meanwhile, Governor Dr. CV Anand Bose has now requested Chief Minister Mamata Banerjee to comply with Article 167 (C) of the Constitution.

This article defines the duties of the Chief Minister to inform the Governor about all decisions of the Cabinet regarding the administration of the state and legislative proposals.

What did the Raj Bhavan say to the Mamata government?

"Under the provisions of Article 167 (C), it is the duty of the chief minister to inform the governor of all decisions of the Council of Ministers (Cabinet) relating to the affairs of the state, administration and proposals of the legislature," the Raj Bhavan said.

The Raj Bhavan has also reminded that it is the duty of the CM to inform the Governor about the matters considered by the State Cabinet.

The governor's move is being considered significant in the wake of the rape and murder of a woman doctor at Kolkata's government RG Kar Medical College and Hospital. The Raj Bhavan also claimed that the state administration and law enforcement agencies have faced criticism due to a series of incidents of deviation from the norm.

Questions raised on the intention of the state government

According to the Raj Bhavan statement, providing wrong information to the victim's parents, tampering with the crime scene, delay in filing an FIR of the incident and hasty disposal of the body on the same day despite the wishes of the parents.

Moreover, the transfer of the then principal (Dr Sandip Ghose) and his immediate posting to another premier medical college and hospital and the Kolkata police’s attempt to cover up the tampering of the crime scene are some of the instances that raised doubts in the minds of the people about the state’s intent in the case. The courts (High Court and Supreme Court) also criticised this.
