Ruan, 60, a former Chinese navy captain, was spotted 11 kilometers off the coast of Tamsui in New Taipei. Ruan, who claimed to be a former Chinese navy captain, said he left Ningde Port in China's coastal city of Fuzhou a day earlier.
However, the Taiwan Coast Guard said no food or drink was found on the boat. It has been charged with violating Taiwan law and violating the Immigration Act.
