A former captain of the Chinese Navy reached the capital of Taiwan by speedboat. His move surprised the Taiwanese Navy. He parked the speedboat at a pier directly outside Taipei.

Ruan, 60, a former Chinese navy captain, was spotted 11 kilometers off the coast of Tamsui in New Taipei. Ruan, who claimed to be a former Chinese navy captain, said he left Ningde Port in China's coastal city of Fuzhou a day earlier.
