News Topical, Digital Desk : In a strong boost to the 'Make-in-India' and 'Atmanirbhar Bharat' missions, Bharat Electronics Limited (BEL) and France's Safran Electronics & Defence (SED) have signed a Joint Venture Collaboration Agreement (JVCA) for the production of the HAMMER Smart Precision Guided Air-to-Ground Weapon in India.

The agreement was signed on November 24, 2025, in New Delhi, in the presence of BEL CMD Manoj Jain and SED Executive Vice-President Alexandre Ziegler, along with Defence Production Secretary Sanjiv Kumar and Safran CEO Olivier Andries.

50:50 Partnership, Advanced Weapons to be Manufactured in India
This JVCA formalizes the MoU signed during Aero India on February 11, 2025, where the two companies had expressed their intention to establish a Joint Venture Company (JVC). The newly formed JVC will locally manufacture, supply, and maintain the HAMMER weapon system in India, meeting the needs of the Indian Air Force and Navy. Up to 60% of manufacturing will be localized in a phased manner, with key sub-assemblies, electronic, and mechanical parts manufactured in India. BEL will lead final assembly, testing, and quality assurance. 

What is HAMMER? HAMMER is a combat-ready, highly accurate, and modular precision-guided air-to-ground weapon. It can be deployed on multiple platforms, including the Rafale fighter aircraft and the LCA Tejas. This JVCA will strengthen India's defense production capabilities and ensure the indigenous production of internationally advanced weapon systems.
