News Topical, Digital Desk : The Jodhpur High Court has issued a landmark ruling regarding the increasing cases of cyber fraud and digital arrests. The court has ordered a complete ban on issuing more than three SIM cards in a single person's name. It has also directed strict guidelines for mobile phone and social media use by children under the age of 16.

In fact, while rejecting the bail of two accused who defrauded an 84-year-old couple of Rs 2 crore, Justice Ravi Chirania has issued instructions to the government, police and banks.

While delivering its verdict in the fraud case, the Jodhpur High Court directed the Additional Chief Secretary (Home) to establish the Rajasthan Cyber ​​Crime Control Center (R4C) on the lines of the Indian Cyber ​​Crime Coordination Center (I4C). It also directed the creation of a Special Operations (SOP) for children under 16 years of age regarding the use of mobile phones, online games, and social media in schools.

What instructions did the court give?

The Jodhpur High Court has directed the establishment of a Special IT Inspector (R4C) similar to the Special IT Inspector (I4C). Under this, the Home Department and the Personnel Department will jointly recruit special IT inspectors under the Director General of Cyber. These inspectors will investigate only cybercrime cases. They will not be transferred to other departments.

Most cyber fraud cases involve the misuse of the banking system. Therefore, the court ordered that all banks and fintech companies must use AI tools like "Mule Hunter," developed by the RBI, to detect "mule accounts" and suspicious transactions.

At the same time, the court has also ordered that for account holders whose annual transaction is less than Rs 50 thousand or have low digital literacy, strict control can be imposed on internet banking and UPI limits.

Instructions for making SOP

The High Court has directed the creation of a separate SOP to prevent digital arrests. The court has directed all banks, financial institutions, and fintech companies to issue a joint SOP for such cases.

Police verification is mandatory

The court directed that the sale and registration of all digital devices (both new and used) sold in Rajasthan be monitored by the Director General of Cyber ​​Services. The court also mandated police verification for platform-based gig workers (such as Ola, Uber, Swiggy, and Zomato delivery partners). According to the court, digital transactions in all government departments will be audited every month.
