In the election year, Rahul Gandhi was scheduled to visit Bihar for the fifth time on 27 May. Congress had proposed a conference of extremely backward classes in Chief Minister Nitish Kumar's home district Nalanda. Rahul Gandhi was to come to Nalanda to address the Congress program. 36 percent of Bihar's population comes under the EBC or extremely backward category.

In the election year, Congress is eyeing the EBC class. Congress is working on a strategy to increase its support base by wooing EBC. Congress has postponed the Extremely Backward Class Conference for the time being. The reason for postponing the conference was said to be the lack of arrangements for the event venue.
