Sage Pulastya expressed this wish

According to the legend, the sage Pulastya was once on a pilgrimage. He spotted Mount Govardhan and was captivated by its beauty. He desired to take the mountain to Kashi and install it there, so that he could worship this divine mountain while living there. He then requested Mount Dronachal to allow him to take his son, Govardhan, with him.

Govardhan mountain placed this condition

Dronachal mountain granted permission to sage Pulastya, but he was also saddened by the separation from his son. Govardhan then set the condition for accompanying the sage: wherever he placed it, it would be established there. Sage Pulastya accepted Govardhan's condition. Govardhan mountain then told the sage, "I am two yojanas high and five yojanas wide; how will you carry me?" The sage, using his spiritual power, lifted the mountain on his palm and set off for Kashi.

The sage forgot his promise

When they reached Braj on the way, Mount Govardhan desired to stop there so that he could enjoy the divine pastimes of Lord Krishna. Mount Govardhan then began to increase its weight. After some time, when the sage began to feel the weight of Mount Govardhan becoming too heavy, he felt the need to rest. The sage forgot his promise to Govardhan and put the mountain down to rest. When he tried to lift the mountain again, Govardhan reminded him of his promise.  

He cursed in anger

Sage Pulastya insisted on taking Govardhan with him, but Govardhan refused to budge. This stubbornness enraged the sage and he cursed the mountain, saying, "Every day it will erode bit by bit until one day it will completely sink into the earth."
