BJP had surprised everyone by making Saini the CM.
A few weeks before the Lok Sabha elections, BJP had surprised everyone by making OBC leader Saini the Chief Minister of Haryana in place of Manohar Lal Khattar. Saini took oath as the new Chief Minister of Haryana on March 12. On the same day, along with Saini, four BJP MLAs and one independent MLA also took oath as members of the new Council of Ministers. In his first expansion of the Council of Ministers on March 19, a week after taking charge, he included eight BJP MLAs, of which seven were new faces.
