Sage Vamdev gave the curse
According to the mythological tale, once there was a Gandharva named Krounch in the court of Lord Indra. When Indra's court was in session, Krounch was busy laughing and joking, which started creating disturbance in the court. In his fun, Krounch stepped on Muni Vaamdev. This made Munidev angry and he cursed Krounch to become a rat. Even after becoming a rat, he did not mend his ways and he created a lot of ruckus in the ashram of sage Parashar.
Ganesh ji helped in this way
Troubled by the terror of the rat, the sages went to Lord Ganesha and told him everything. Then Lord Ganesha threw a noose to teach the mischievous rat a lesson, in which it got trapped. After this, the rat started apologizing to Ganesha, due to which Ganesha took pity on it and made it his vehicle.

The reason behind Lord Ganesha choosing a small and weak creature as his vehicle is that Ganesha is kind to the weak and vulnerable. This is the reason why he showed kindness to a small mouse and accepted it as his vehicle. He also made it so strong that it could carry Ganesha's weight.
