While reviewing the state's industrial situation via video conferencing late Wednesday evening, the Chief Minister took special note of the events in Gautam Buddha Nagar. He directed that individuals who are not actual workers but are found involved in inciting industrial unrest, causing disturbances, or creating chaos should be immediately identified and strict punitive action taken against them. Such elements should be exposed and their photographs should be displayed in public places as needed, so that the public can gain a clear understanding of the actual situation. People should know who is behind the conspiracy to disrupt the state's industrial development.
Emphasizing a "zero tolerance" policy for workers' interests, the Chief Minister also directed that a "zero tolerance"
policy be adopted against organizations, anarchist elements, and rumor mongers who incite workers . He directed that continuous monitoring be maintained on misleading information, rumors, and propaganda spreading on social media. He said that in such cases, swift identification should be ensured and strict legal action should be taken against the culprits, so that any confusion or unrest can be controlled at the very beginning.
Taking seriously the complaints of potential irregularities in manpower supply agencies, the Chief Minister directed the Special Investigation Committee, formed under the chairmanship of the Infrastructure and Industrial Development Commissioner, and the Labor Department to conduct a comprehensive and thorough investigation of all such agencies in the state. During the investigation, the actual number of workers, payments received from industrial units, actual payments to workers, and the status of ESI, insurance, and other benefits should be thoroughly examined, so that any form of exploitation can be effectively prevented.
Strengthening labour facilities and grievance redressal system
The Chief Minister directed that all government and private industrial units must establish robust and active grievance cells, where workers' complaints are resolved transparently, timely, and impartially. The Chief Minister emphasized that workers' problems must be resolved promptly under all circumstances. He also urged the development of quality mess facilities at workplaces in collaboration with industrial units.
Further strengthening worker welfare, the Chief Minister directed all Industrial Development Authorities to quickly prepare and submit detailed action plans for the construction of dormitories and affordable and accessible housing schemes for workers in industrial areas. He urged development authorities to effectively fulfill their social responsibility, not just limit themselves to revenue generation. Furthermore, the Chief Minister directed that where workers' salaries are transferred directly to their bank accounts, coordination with banks should be established to ensure security insurance against accidents and untimely death.
Emphasis on industrial balance, security and transparency
To maintain a balanced and positive industrial environment, the Chief Minister directed the Industrial Development Authorities of all districts to maintain constant communication with entrepreneurs and management of industrial units, ensuring timely resolution of problems. Instructing police and administrative officials to exercise special vigilance, the Chief Minister said that no unruly elements should enter industrial units under the guise of workers. Communication should be established only with genuine workers, ensuring that all industrial units in the state continue to operate smoothly.
The Infrastructure and Industrial Development Commissioner informed the meeting that the recent decision to increase workers' wages has brought satisfaction to workers, and that the business community is also satisfied with this arrangement. The situation in Gautam Buddha Nagar has now returned to normal. In light of management-related complaints received at some industrial units, the Chief Minister directed a third-party survey to objectively assess the underlying causes of the problems and ensure effective solutions. The Chief Minister stated, "All workers should benefit from the increased wages starting April 1st."
