News Topical, Digital Desk : The Karnataka Cabinet on Friday approved a revised formula for internal reservation within the overall 15 percent reservation for Scheduled Castes (SCs). This decision paves the way for long-delayed government recruitments. Chief Minister Siddaramaiah said the recruitment process will begin tomorrow with the issuance of a new notification.

Briefing reporters after the meeting, Chief Minister Siddaramaiah said the Cabinet approved 5.25 per cent reservation for "right-wing groups" and "left-wing groups" and about 4.5 per cent reservation for other Scheduled Castes, including nomadic communities.

He said the Cabinet unanimously decided on allocations of 5.25 percent, 5.25 percent, and 4.5 percent, emphasizing that the classification was done proportionately after the quota revision.

He said the recruitment process would begin tomorrow with the release of the notification, adding that immediate steps would be taken to recruit under internal reservation.

Siddaramaiah said the government had initially proposed 17 per cent reservation for Scheduled Castes and 7 per cent for Scheduled Tribes, but due to judicial hurdles the quota was reduced to 15 per cent for Scheduled Castes and 3 per cent for Scheduled Tribes.

He said that based on the maximum limit of 50 per cent, the reservation for Scheduled Castes works out to 15 per cent and for Scheduled Tribes to 3 per cent.

Citing the legal position, he said that this limit arises from the limit laid down in the Indira Sawhney case, and further said that the Supreme Court had allowed internal reservation within the constitutional limits in its Constitution Bench judgment.

The 50 percent cap on total reservations was upheld in the 1992 case of Indira Sawhney v. Union of India. It confirmed that reservations for Scheduled Castes and Scheduled Tribes could continue, but the total reservation limit should generally not exceed 50 percent.

The Chief Minister, surrounded by Dalit cabinet colleagues, insisted there were no differences during the meeting. "The entire Cabinet accepted this classification without any disagreement," he said, naming several ministers, including K.H. Muniyappa, Dr. G. Parameshwara, Mahadevappa, Priyank Kharge, and Satish Jarkiholi.
