According to the complaint submitted to a federal judge by FBI Special Agent Alexandria M. Thoman O'Donnell, al-Muhtadi was an activist for the Gaza-based military wing of the Democratic Front for the Liberation of Palestine.

The complaint states that in his US visa application, al-Muhtadi denied ever engaging in terrorist activities, and he will become a lawful permanent resident in 2024. The complaint states that he could face charges of visa fraud and conspiracy to support a foreign terrorist organization. According to the Justice Department, al-Muhtadi was arrested on Thursday.

Allegations of links to a Hamas-affiliated paramilitary group

According to the FBI, al-Muhtadi's social media and email accounts revealed that he had been associated with a Hamas-affiliated paramilitary group for years, including firearms training. On the morning of October 7, 2023, when Hamas forces attacked Israel, then-Hamas military commander Mohammed Deif called on the "masses" to join the attack.

According to phone calls reviewed by the FBI, al-Muhtadi told his associates to get ready and bring rifles, saying a kidnapping was taking place, and that it was a game that would be good. He also asked one of his associates to bring ammunition.
