Devaki was the daughter of King Ugrasen of Mathura and sister of Kansa. She was married to Vasudev. Devaki, who gave birth to Lord Krishna in Dwapar Yuga, was not an ordinary woman, but she is considered to be the form of Brahma Shakti.

The story related to Devaki's previous birth is found in the Bhagavata Purana. According to the story, Devaki was a Prisni in her previous birth, while Vasudev was her husband, who was a Prajapati named Sutapa. Both of them performed severe penance to have a child.
Then Lord Vishnu appeared pleased and asked them to ask for a boon. Then both of them said that we want the boon of a son like you. Then Lord Vishnu blessed them and due to this a son named Prishnigarbha was born from Prishni, who is one of the incarnations of Lord Vishnu.
Lord Vishnu had expressed this wish
According to the legend, once seeing the motherly nature of Aditi, the mother of the gods, Lord Vishnu expressed his wish to be born as her son. Then he was born as Vamana avatar, who measured the entire earth and Brahman in just two steps to break the pride of King Bali. Devaki of Dwapar Yuga is the daughter of Goddess Aditi.
Who was Goddess Aditi
Aditi was the daughter of Prajapati Daksha and Mata Virani. She was married to sage Kashyap. She is also considered a Brahma Shakti. In the Vedas and Puranas, she is described as Devmata, the reason for which is that all the gods were born from the womb of Aditi, which are as follows - Trivikram (Lord Vaman), Vivasvan, Aryama, Pusha, Tvashta, Savita, Bhag, Dhata, Varun, Mitra, Vidhata, Indra.
