Rana had accused India
Mumbai attack accused Tahawwur Rana had made several allegations against India in his petition. Citing the Human Rights Watch 2023 report, he had said that the BJP government of India discriminates against religious minorities, especially Muslims. Therefore, if he is handed over to India, he will be tortured for being a Muslim of Pakistani origin.
Trump had announced extradition to India

Trump had said, “We have approved the extradition of Tahawwur Rana to India. Now he will have to face trial by law in India.”
The Trump administration had decided to extradite Rana to India after the US Supreme Court rejected Rana's petition. However, later the Mumbai attack accused has filed another petition.
