Tilak Raj Behad said that if state leaders want to come from the hilly areas to the plains to contest elections, it would be better to make Dehradun the permanent capital. He argued that Dehradun already has infrastructure worth billions of rupees, and moving it to Gairsain is neither possible nor practical.

"When people from Kumaon travel to Gairsain, they are stuck in traffic jams on single-lane roads for four to five hours. There are no facilities there, yet there is talk of making it the capital.

He claimed that no MLA opposed his statement in the Assembly. "I want to congratulate everyone that no one opposed my statement. Anything can be said for votes, but the truth is that Dehradun will be the capital, whether it is today or tomorrow."
