News Topical, Digital Desk : The Grand Alliance of the Rashtriya Janata Dal, Congress, CPI(ML), and VIP has attempted to woo the extremely backward castes for the 2025 Bihar Assembly elections. The Grand Alliance has promised to pass the Extremely Backward Castes (Atrocities Prevention Act) if it comes to power.

1. To increase the 50% reservation limit proportionate to the population, a law passed by the legislature will be sent to the central government for inclusion in the Ninth Schedule of the Constitution.
2. The current 20% reservation for the Most Backward Classes in Panchayat and Municipal bodies will be increased to 30%. For Scheduled Castes (SCs), this limit will be raised from 16% to 20%, and a proportionate increase in reservation for Scheduled Tribes (STs) will also be ensured.
3. Under the Right to Education Act (2010) passed by the UPA government, half of the seats reserved for admission in private schools will be earmarked for children from Most Backward Classes, Backward Classes, Scheduled Castes, and Scheduled Tribes.
4. Under Article 15(5) of the Constitution, reservation will be implemented for admission in all private educational institutions in the state.
5. All Dalit and OBC students will be provided with school uniforms, books, scholarships, and hostel facilities.
6. Laws against exploitation of the Dalit community will be strictly enforced. Special
courts will be established for speedy trial of cases of oppression of Dalits .
7. The 'Prevention of Atrocities against Most Backward Classes Act' will be passed.
8. All residential landless people from Most Backward Classes, Scheduled Castes, Scheduled Tribes and Backward Classes will be provided 3 decimals of residential land in urban areas and 5 decimals of residential land in rural areas.
9. Benefits of grant-based self-employment schemes will be ensured for the economic upliftment of Dalits and Most Backward Classes.
10. Mahadalit, Most Backward Classes and landless classes will be given land lease for collective farming on barren or vacant land.

11. The backlog in reserved posts for the Most Backward Classes, Scheduled Castes, Scheduled Tribes, and Backward Classes will be immediately filled, and a report will be published every year.
12. The concept of "Not Found Suitable" (NFS) will be declared illegal in the selection process for appointments.
13. A resolution will be passed in the Legislative Assembly to ensure the protection of the right to reservation, and pressure will be exerted on the Central Government to implement reservation in the private sector as well.
14. A high-powered Reservation Regulatory Authority will be established to oversee reservations, and any changes to the caste reservation list will be possible only with the permission of the Legislature.
15. All matters related to under- or over-inclusion in the Most Backward Classes list will be resolved through a committee.
16. Concrete steps will be taken to ensure the economic and educational advancement of Pasmanda Muslims by bringing them within the ambit of all forms of justice.
17. 50% reservation will be provided for the Most Backward Classes, Scheduled Castes, Scheduled Tribes, and Backward Castes in government contracts/supplies worth up to ₹25 crore.
18. Concrete steps will be taken to ensure reservation justice for the Nishads, Panas, Dhanuks, and other disadvantaged castes.
19. Fishermen families will receive ₹5,000 per month per family during the lean period (restricted period of three months).
20. Fisheries insurance scheme and market access will be ensured. Fish markets, training centers, and subsidy schemes will be established in every block.
21. Rivers and ponds will be revived under a coherent water reservoir policy, and traditional fishermen will be given priority in allocation.
22. Tribal communities will be given the right to forest land and its management under the Forest Rights Act, 2006, and self-governance at the block and panchayat levels by formulating rules under the PESA Act.
23. Pressure will be exerted on the central government to immediately withdraw the Forest (Conservation) Amendment Act, 2023, which harms tribal communities and the environment.
24. Displacement of tribals and violation of their rights in the name of Tiger Project will be stopped.
