Although the US government has never said anything about this publicly, but the claim of a former Bush administration official, Catherine Austin Fitts, has created a stir.
Fitts made claims on Tucker Carlson's podcast
Fitts, speaking on Tucker Carlson's podcast, did not provide any evidence but cited a 2017 study by Michigan State University economist Mark Skidmore that found massive unauthorized spending in the departments of Defense and Housing and Urban Development from 1998 to 2015.
Fitts spoke of investigation
Fitts claimed he spent years investigating where the $21 trillion might have gone, eventually discovering that the funds were used to build a vast network of about 170 underground bases. Some of these bunkers are reportedly located under the sea.
"We systematically investigated and tried to estimate how many underground bases there are, both underground in the United States, and also under the ocean around the United States, and our estimate was that there were 170, and they were linked by a transportation network," Fitts said.

A former Bush administration official, Catherine Austin Fitts, has claimed that the US government has secretly built a network of underground bunkers to shelter the rich and powerful in the event of a major disaster.
