Delhi News: Delhi Assembly Speaker Vijender Gupta has made an important disclosure. He said that in the last 10 years, the Public Accounts Committee (PAC) and Committee on Government Undertaking (COGU) of the Delhi Assembly have not presented any report. This is a serious situation when the CAG (Comptroller and Auditor General) report exposes the financial irregularities of government departments and immediate action is necessary on them.

The Assembly Speaker said that on 21 March 2025, the Accountant General, Delhi met him and apprised him of this serious matter. CAG officials said that the government departments have also not given any 'Action Taken Note' (ATN) on the irregularities recorded in the CAG report, which is mandatory to be presented in the Assembly within three months under the rules.

CAG audits government departments every year and includes only serious financial irregularities in its final report. But when assembly committees and administrative departments do not take any action on it, the entire audit process becomes useless.

'Now strict action will be taken'
Vijender Gupta said that the Delhi government will now have to take this matter seriously. Action should be taken as soon as possible on the financial irregularities that have been exposed in the CAG report and its report should be presented in the assembly.

He informed that the Expenditure Department of the Government of India has developed a web-based platform called Audit Para Monitoring System (APMS) through which the action taken on the CAG report can be monitored. This system has been developed by NIC (National Informatics Center).

APMS system will be implemented in Delhi too
The Assembly Speaker said that in January 2025, CAG had requested the Finance Department of the previous Delhi government to implement this system in Delhi too. This will be an important reform, as it will reduce paperwork and CAG reports can be monitored in real time.

He directed the Chief Secretary of Delhi Government to implement the APMS system in Delhi as soon as possible and the Finance Department has been ordered to submit a status report by the first week of April 2025.

Why is negligence on CAG report a serious issue?
CAG report is very important to bring transparency in government expenditure and financial management. If the previous government does not pay attention to this report, then it directly means that there is no control over financial irregularities in the state.
