Justices upheld a judge's order blocking the deployment of hundreds of National Guard troops in a legal challenge filed by Illinois officials and local leaders. The US Justice Department had sought to allow the deployment while the case is heard.

What did the court say in the order?

"At this preliminary stage, the government has failed to identify the source of authority permitting the military to enforce the laws in Illinois," the court majority said in an unsigned order.

The order states that the president's authority to take federal control of National Guard troops likely applies only in extraordinary circumstances.
