Taking cognizance of the cases of stray dog bites, the Supreme Court has ordered that all stray dogs in the country's capital and the existing cities around it should be removed and sent to shelters within 6 to 8 weeks.

The two-judge bench comprising Justice JB Padriwala and Justice R Mahadevan termed the problems caused by stray dogs as a serious threat and said that innocent children and small children must be kept away from the danger of stray dog bites and rabies at any cost. This order of the Supreme Court will be applicable in Delhi as well as Noida, Ghaziabad and Gurugram.

One side is calling this order of the court good. On the other hand, animal lovers and organizations working for animals do not consider it a permanent solution for stray dogs. In such a situation, the question arises that how will this decision be implemented on the ground within 8 weeks?

18-20 thousand deaths every year in India due to rabies - WHO

It is not that the problem of stray dogs is only in India, apart from India, many countries around the world are troubled by rabies and stray dogs. According to WHO, 18 to 20 thousand deaths occur every year in India due to rabies. According to government data, 54 deaths were recorded due to rabies in India in the year 2024, while this figure was 50 in the year 2023.

There are rules for stray animals in different countries of the world including India. In India, there is Animal Birth Control, 2023 for the management of stray animals. Under this, guidelines have been set by the Center to control the number of stray dogs. In these, the right of sterilization and vaccination has been given to the municipalities.

According to a report by NDTV, Japan has a large animal welfare structure, under which stray dogs are caught and kept in shelters. Dogs can be adopted from there. At the same time, the administration has been given the right to kill sick and dangerous animals.

In Singapore, AVS takes care of stray dogs. Under the Animal and Veterinary Medicine, stray dogs are caught, sterilized and vaccinated. A microchip is also implanted in them to track stray dogs.

Stray animals have legal protection in America

Talking about America, stray animals have legal protection at three levels, which protects animals from abuse and neglect. According to a Hindustan Times report, an organization called Animal Care Centers works for stray dogs in New York, which takes dogs to shelters and finds homes for them.

In Britain, the responsibility of taking care of stray dogs lies with the local administration. According to the report of the Dogs Trust organization, in the year 2023-24, the local administration had taken care of about 36 thousand stray dogs.
