News Topical, Digital Desk : Four Indian students were injured in a recent knife attack in Russia, an incident that has drawn worldwide attention.
According to the latest data from the Ministry of External Affairs, more than 50% of all complaints of exploitation and racial discrimination filed by Indian students worldwide come from Russia, with Moscow becoming the major hub. In 2025, a total of 350 complaints were received from 196 countries, of which more than 200 were from Russia alone.
The last three years have seen a significant surge in these cases. In 2023, there were 68 complaints of attacks on Indians from abroad, which increased to 78 in 2024 and further increased to 201 in 2025.
Exploitation of Indian students in Russia
Most Indian medical students in Russia come from Rajasthan, Gujarat, Andhra Pradesh, Telangana, Kerala and Tamil Nadu.
Russia is popular for medical education due to its low tuition fees and easy admission process, but increasing complaints are raising questions about safety.
Over 50% of complaints are from Russia
Members of the Foreign Medical Graduates Association have acknowledged widespread racial discrimination, abuse and a lack of support.
D. Kaushal, coordinator of All FMGs, claimed that despite Russian regulations, some universities admit more than 1,200 students and later expel them.
Serious concerns over the safety of students
Responding to a question in the Lok Sabha, Minister of State for External Affairs Kirti Vardhan Singh said that dedicated officers are posted at Indian missions abroad.
He said, 'Our missions maintain regular contact with Indian students enrolled abroad and inform them about the challenges and risks they face while staying there.
Heads of Mission and senior Embassy officials visit foreign educational institutions in their respective recognized countries to interact with Indian students and student associations.
