News Topical, Digital Desk : The menace of stray dogs will end in Bihar. The Nitish Kumar government has taken steps to this end. To protect against the menace of street dogs and provide shelter to stray dogs, district councils will establish dog pounds. Manoj Kumar, Secretary of the Panchayati Raj Department, has written to the Deputy Development Commissioners of Bihar, requesting them to identify land for this purpose.

The department issued this information in a press release on Wednesday (December 17, 2025). It stated that these dog pounds will be constructed by the District Council according to the design and estimate prepared by the District Animal Husbandry Officer. They will house street dogs captured from rural areas of the district. The construction costs will be borne from the general fund of the Sixth State Finance Commission. 

Awareness campaign will be launched

On the other hand, the District Council will issue helpline numbers. Extensive publicity will be conducted. Department Secretary Manoj Kumar stated that public awareness will play a crucial role in addressing the challenge of street dog menace. Therefore, public awareness campaigns will be launched at the Gram Panchayat, Panchayat Samiti, and District Council levels. 

He also stated that ward and village council meetings will focus on issues such as preventing the menace of street dogs. People will be urged not to throw food waste in the open after weddings or other public gatherings/festivals. Effective waste disposal measures will also be implemented.

It was told that for the execution of works related to the challenges of street dogs, the District Panchayat Raj Officer at the district level, the Block Panchayat Raj Officer at the block level and the Panchayat Secretary at the Gram Panchayat level will be the nodal officers.
