UP Madrasa Act Amendment: Big news has come out about madrasas in Uttar Pradesh. Now madrasas will be able to get recognition for Kamil (undergraduate) and Fazil (postgraduate) courses. This is being considered at the government level. In future, madrasas will be able to get recognition for Kamil-Fazil courses from Khwaja Moinuddin Chishti Bhasha Vishwavidyalaya. But the madrasas giving recognition to these courses will have to fulfill the standards of higher education of University Grants Commission UGC.
Let us tell you that amendments are being made in the UP Madrasa Education Council Act 2004 and related rules. The Supreme Court has said in its decision that madrasas giving Kamil-Fazil certificates beyond 12th class cannot be recognized. Because higher education is conducted under the UGC Act. If government sources are to be believed, consideration is going on regarding Kamil-Fazil courses. Only the Higher Education Department can give recognition for conducting these courses, so it is being considered to connect these courses with Bhasha University.
Yogi government is preparing a proposal.
It is clear from the court order that Fazil and Kamil degrees cannot be given from madrasas, recognition of these degrees can now be given only by the university. After which the preparations for this have also started from the UP government. The proposal is being prepared by the government, after which the Madrasa Act can be amended soon.
Let us tell you that according to the UP Madrasa Act 2004, the Madrasa Board conducts examinations for Munshi, Maulvi, Alim, Kamil and Fazil courses. On this basis, the rules for recognition and service from the administration for non-government Arabic, Persian madrasas in UP were also prepared in 2016. After the amendment in the Madrasa Act, now madrasas will be allowed to provide education only till 12th and the degree of higher education can be obtained only from the university.
