Punjab Dogs Census: Chairman of the Child Rights Protection Commission of Punjab Kanwardeep Singh has ordered the local administration to conduct a census of stray dogs in the city so that the increasing cases of dog attacks on children can be reduced. He appealed to the Rural Development Department to launch a campaign for sterilization of dogs. 

This information has been given in an official statement. Kanwardeep Singh said that information about dog attacks on children has come from media reports and suo motu cognizance is being taken in this matter. He said that according to the report, two children died in such attacks within a week in Hasanpur village near Ludhiana. Similar incidents have been reported in various parts of Punjab including Mohali, Zirakpur, Amritsar, Machhiwara Sahib and Nabha.

President Kanwardeep Singh said that he has written a letter to the secretaries of the Local Administration and Rural Development and Panchayati Raj Department of Punjab and appealed to them to implement the provisions of the Animal Birth Control Rules 20203.

What is this rule of 2023?

Animal Birth Control Rules 20203 have been made to control the population of stray dogs. Under this, they are sterilized and vaccinated without cruelty. After sterilization, these dogs are released back on the streets.

Responsibility of creating awareness lies with local bodies

This rule has been made jointly by the Ministry of Dairy, Animal Husbandry and Fisheries. Its purpose is to prevent attacks on humans by animals. Under this, local bodies are given the responsibility of running special campaigns.

Apart from this, ABC and anti-rabies programs are also run under this rule, the responsibility of which lies with the Municipal Corporation. However, there should not be any kind of cruelty towards animals and there is a provision of punishment if such a thing is found.
