News Topical, Digital Desk : Land Scam In Haridwar : The land scam of 54 crores in Haridwar was in the news, in which after the completion of the investigation, three officials are in trouble. The matter was related to Haridwar Municipal Corporation. Senior IAS Ranveer Singh Chauhan has submitted his investigation report to the government. There was manipulation in 35 bighas of land. After the complaint, the state government had ordered an investigation.

According to the report, the officials include DM Haridwar, Municipal Commissioner and SDM. After receiving the report, the government can now take a decision on further action in this entire matter.

Let us tell you that this case is related to the purchase of 35 bigha land by Haridwar Municipal Corporation. This land is located near a garbage dump in the city and is basically agricultural land. The allegation is that the land was neither useful nor was there any immediate need for it, yet the Dehradun Municipal Corporation bought it for Rs 54 crore. The special thing is that the circle rate of the land at that time was about 6 thousand rupees per square meter, according to which its actual price should have been around 15 crore rupees, but the land was bought for 54 crores. 

Before purchasing the land, the land use of this land was changed from agriculture to commercial i.e. 143. After this, its price increased and the Municipal Corporation bought it at a high price. No tender process was adopted in this process, which is a direct violation of government purchase rules.

not following the rules of the government

It is also alleged that in the purchase of this land, neither the Municipal Corporation Act was followed nor the financial rules set by the government were followed. The land was purchased without any need, neither any technical test nor evaluation was done. Also, in this case, it also came to light that due to the garbage being near this land, this land was useless for civil use.

The Chief Minister took the complaint seriously

The Chief Minister of the state Pushkar Singh Dhami took this matter seriously and ordered an inquiry into the matter and handed over the responsibility of investigation to the senior IAS officer of the government, Ranveer Singh Chauhan. IAS Chauhan conducted a ground inspection, examined the documents and recorded the statements of a total of 24 people including the parties related to the land.

He studied all the rules, documents and purchase process in detail. After this, he submitted his report to Urban Development Department Secretary Nitesh Jha.

The role of these officers is suspicious

According to information received by ABP Live from sources, the role of the District Magistrate, Municipal Commissioner and SDM has been found suspicious in the investigation report. This means that the role of these officers was either in ignoring the rules or this purchase was made with their knowledge, which involves clear irregularities.

Confirmation of receipt of report

Urban Development Secretary Nitesh Jha has confirmed that he has received the investigation report and now further action will be taken after studying it.

Action was taken against these officers

While after the initial investigation of this land scam, four officers of the Municipal Corporation have already been suspended. These include Assistant Municipal Commissioner in charge Ravindra Kumar Dayal, Executive Engineer in charge Anand Singh Mishravan, Tax and Revenue Superintendent Laxmikant Bhatt, and Junior Engineer Dinesh Chandra Kandpal. All of them were considered guilty prima facie and action for suspension was taken.

Apart from this, the service extension of Municipal Corporation's property clerk Vedwal, who was given extension after retirement, was terminated. Instructions have been given for disciplinary action against him as well. This action is to be taken under Article 351(A) of the Civil Services Regulation, under which action can also be taken on irregularities committed during extension of service.

CM's attitude is strict

Now it is the turn of the senior officials. It will be interesting to see what action the government takes against these senior officials. But in this entire matter, the Chief Minister of the state Pushkar Singh Dhami is looking very strict. He has clearly said that any kind of corruption will not be allowed to flourish in Uttarakhand.
