News Topical, Digital Desk : Voter List Revision: RJD MP Manoj Jha has approached the Supreme Court challenging the Election Commission's order directing special intensive revision of voter lists in Bihar. In his petition, he has said that the Election Commission's order of June 24 should be canceled as it violates Articles 14, 21, 325 and 326 of the Constitution.

The Rajya Sabha member said that the impugned order is a means of institutionalised disenfranchisement and is being used to justify opaque amendments to voter lists that target Muslim, Dalit and poor migrant communities. He also urged the Election Commission to direct the upcoming Bihar assembly elections to be held on the basis of the existing voter list. 

Manoj Jha said that in the alternative a direction should be issued directing the Commission to accept all the documents prescribed in Form 6 in support of the declaration along with the calculation form and declaration form (Annexure C and D attached with the order dated 24-06-2025). The petition said, "The present petition is being filed under Article 32 of the Constitution, inter alia, praying for the issuance of a writ, order or direction."

'Crores of voters will be deprived of voting rights'

The RJD leader said that the Bihar assembly elections are scheduled to be held in November 2025 and in this backdrop, the Election Commission has ordered a special intensive revision (SIR) of the voter list without consulting political parties/stakeholders. He said that the current SIR process is not only being done in a hurry and at the wrong time, but it will also disenfranchise crores of voters.

"Further, the process has been initiated during the monsoon season in Bihar, when many districts of Bihar are affected by floods and the local population is displaced, making it extremely difficult and virtually impossible for a large section of the population to participate meaningfully in the process," he said in his petition.

Manoj Jha, the leader, said one of the worst-affected sections are migrant workers, many of whom, despite being listed in the 2003 voter list, could not return to Bihar within the stipulated time limit of 30 days to submit their enumeration form, resulting in deletion of their names from the voters' list.
