New Delhi: The census, which has been delayed for three years, seems unlikely to be held before 2027. 30 lakh personnel have to be trained for the census and the process of purchasing tabs (electronic devices) for these personnel to collect data has not even started yet.

Training of Census Personnel

If we look at the preparations for the 2021 census, the training of master trainers started in October 2019 itself. Later, 30 lakh census workers were to be trained with the help of these master trainers, but this work got postponed first due to the Covid pandemic and then due to the ongoing elections.

In how many phases is the census conducted?

The census is conducted in two phases. The first phase of the census was to begin on April 1, 2020, the second phase was to be held on February 7, 2021. In the 2019-20 budget, Rs 8,754 crore was allocated for the census and Rs 3,941 crore for preparing the National Population Register (NPR).

When will the census be conducted in India?

Obviously, even if there is a proper budgetary allocation for the census in the 2025-26 budget, the training program for census workers will start only after July 2025. After this, the first phase of household census can be done between April 1 and September 30 in 2026. After that, the work of counting individuals can be completed in February 2027.

When was the census conducted for the first time?

This is not the first time that the census, which is conducted every 10 years since 1881, has been delayed. Earlier, the census of 1941 was conducted late due to the Second World War, the census of 1961 was conducted late due to the war with China and the census of 1971 was conducted late due to the war with Pakistan.
