
There are less than 1,000 women in senior positions like DGP and SP in the country's police department and 90 percent of women are working as constables in the police department. This report 'The India Justice Report 2025' has been prepared by Tata Trust with the help of several civil society organizations and data partners. This report assesses the status of states in four areas such as police department, judiciary, prison and legal aid. According to the report, despite growing awareness about the need for gender diversity in law enforcement, not a single state or union territory has been able to meet its target of representation of women in the police department.
Only 960 women are in IPS rank
The report also highlights gender disparities in police seniority. According to the report, out of the total 2.4 lakh women personnel in the police department, only 960 women are of IPS rank. At the same time, 24,322 women are working on non-IPS officer posts like DSP, Inspector or Sub-Inspector. The authorized number of IPS officers is 5,047. About 2.17 lakh women are working as constables in the police department.
Most women on DSP post in MP
Madhya Pradesh has the highest number of women in the post of DSP, where their number is 133. According to the report, about 78 percent of police stations now have women help desks, 86 percent of jails have video conferencing facilities and per capita expenditure on legal aid has almost doubled to Rs 6.46 between 2019 and 2023. The share of women in the district judiciary has also increased to 38 percent in the same period. However, the share of Scheduled Tribes (ST) and Scheduled Castes (SC) in the district judiciary is only 5% and 14% respectively.
