Whenever there is heavy rainfall in Delhi, news of people dying due to electric shock or drowning in waterlogging starts coming in. Not only this, the entire issue gets stuck in politics due to allegations and counter-allegations. First the leaders and now the agencies have also come on the same track.
DDA and MCD are blaming each other for the death of a child and a woman near Khoda. As a result, when it rains in the capital, the problem becomes more severe. People were troubled by the heavy rain on Wednesday, and even after the rain stopped at 2:30-3:00 in the night, people were troubled due to waterlogging on Thursday. Water was stagnant in areas like Jhilmil to Kishanganj, Pandav Nagar, GT Karnal Road Mukarba Chowk, and Vikas Marg of ITO.
Due to this, people faced problems. At the same time, three deaths have also been recorded due to electric shock due to rain and negligence of citizens and agencies. In this, a 12-year-old child died in Bindapur. So, an 18-year-old youth died due to electric shock in waterlogging in Sangam Vihar, and a 28-year-old man died due to electric shock in the alarm in the water tank in Mithapur.
On Wednesday, working people were stuck in traffic jams due to waterlogging on underpasses and major roads, while on Thursday, before going to the office or for other work, they were seen first checking whether there was any waterlogging on the roads or not. Taking precautions, people left for their destinations. Still, they faced problems due to waterlogging in many places.
According to experts, water gets collected during rain but it should drain out within two hours. The drainage system is believed to be fine to a great extent, but waterlogging remained till 10-11 am at many places. Due to this, people also face traffic jams. This is the situation when people are even losing their lives due to waterlogging. Instead of finding a solution, the agencies are busy in blaming and counter-blaming. Due to this, the matter of solution is now left to God.
Waterlogging leads to closure of traffic on Vikas Marg
In the capital, Delhi, the roads on both sides of Vikas Marg at ITO are now about to be closed due to waterlogging. This road is one of the main routes connecting East Delhi and Central Delhi. Despite this, the administration is not serious about solving the waterlogging here.
Last year, due to floods, water from the drain came into this road. Due to which this road had to be closed for the whole day, not only this, the water was stagnant for many days. Now due to rain, water has started accumulating up to two to two and a half feet here. Due to this, there is a problem of vehicles getting damaged. After Wednesday's rain, water also stagnated here on Thursday morning.
While the PWD officials are blaming the lack of cleaning of MCD's drain number 12 for this waterlogging, the MCD says that since the road belongs to the PWD, the responsibility for water drainage lies with them only. The major reason for waterlogging was that it was near the WHO building on the ring road. To prevent waterlogging, the road level was raised there two years ago. Because of this, that water also comes towards ITO. Which makes the problem worse.
Silt removed from the drain that was washed away again in the rain
Due to rain in Delhi, there is a formality of removing silt from the drains. Even if cleaning is done at some places, the silt that is removed is not removed. A similar situation was seen near the Barapula drain near Nizamuddin. The silt was not removed here.
Silt has been accumulating here for the last five days, and a large part of the silt that was removed during the rain on Wednesday went back into the drain. Whereas this drain is very important. This is the main source of water drainage in major areas like Jangpura to Lajpat Nagar. Due to rain on Wednesday, waterlogging occurred in areas like Defense Colony to Jangpura, Lajpat Nagar and Lodhi Road.
No solution was found from the Minto Bridge to Jakhira underpass
Minto Bridge in Delhi has been waterlogged for more than 30 years. No solution has been found to the problem of waterlogging on this bridge which is just a few kilometres away from the Parliament House and the Delhi Secretariat. There have been many incidents of vehicles getting submerged and people losing their lives in the waterlogging. But the waterlogging has not stopped here.
Three major agencies are responsible for this 300-meter-long route. These include PWD, New Delhi Municipal Council and Railways. All these agencies have not been able to stop this waterlogging till now. Minto Bridge was constructed between 1905 and 1910. The situation is similar from Jarikha to Kishanganj Railway Under Bridge. Where waterlogging has been happening for many years.
Attention is not being paid to repairing the drainage
The main reason for waterlogging is the lack of adequate rainwater drainage. Before the rains, the agencies should prepare the width and depth of the drains according to the rainfall, but every year, the agencies neither clean the drains nor construct these drains afresh.
Due to this, this problem exists. Even if some work is done, it is only temporary. Due to this, there is no permanent solution to the problem. The waterlogging near WHO is a perfect example of this.
The drainage system is also collapsing in Lutyens Delhi
During Wednesday's rain, waterlogging occurred in areas ranging from Connaught Place to Patiala House, Lodhi Colony, Golf Links, Laxmibai and Chanakyapuri. This is the situation even though NDMC has a separate drainage arrangement.
Also, its cleanliness is better than other areas. But the situation here is getting worse. Water above knee level is accumulating on the roads. The main reason for this is that there is no cleanliness at the place where NDMC drains fall.
