
News Topical, Digital Desk : UP News: A big and sensational case has come to light regarding appointments in Madrasa Ahle Sunnat Faizunnvi located in Kaptanganj, Basti, Uttar Pradesh. The current manager of the madrasa, Munir Ali, has been accused of nepotism and violation of rules on a large scale by misusing his position. This complaint has now reached the Minority Minister of UP sitting in Lucknow directly from the office of District Magistrate Basti, in which a thorough investigation of this entire matter and strict action against the culprits has been demanded. It is alleged that the manager has forcibly built the grave of his father inside the madrasa, not only this, the madrasa is built on barren land but no action is being taken by the responsible people.
Ghulam Ali, a teacher of this madrasa, has filed a complaint revealing the whole mess in which it is alleged that this madrasa is a state grant recipient and under this, appointments were to be made on various posts. The current manager of the madrasa, Haji Munir Ali, taking advantage of his position, openly promoted nepotism. Instead of recruiting teachers of different subjects for five posts out of the prescribed posts, he appointed his own five sons-in-law. The names of these sons-in-law are being told as Mohammad Bahar Shah, Abdul Muqtadir, Sajid Ali, Mohammad Abbas and Mohammad Akram. Not only this, it has also been said in the complaint that the manager has turned the madrasa into a private family institution by appointing his own relatives on the remaining posts.
Complainant and teacher Ghulam Ali has alleged that these appointments are a direct violation of the Madrasa Service Rules. The rules clearly prohibit the manager from appointing his relatives, so that impartiality is maintained and deserving candidates get the opportunity. Recently, after the strictness of the Yogi government, a government order has been issued by the Registrar in the entire state that all madrasas should be investigated and if any relative of the manager is found appointed anywhere, then the information should be sent to the government so that action can be taken.
It is alleged that to avoid this obligation of rules, manager Haji Munir Ali carried out a well-planned fraud. He allegedly pretended to resign from his post in the year 2008. That too on a simple paper and without any formal meeting resolution or list of registered members. After this, an attempt was made to show these appointments as valid by forging the management list. All these appointments were made between the years 2008 to 2010, while one appointment was made in the year 2016, complaints about which are being made continuously, but in the name of action, only paper work has been done till date.
Accused of making 15 appointments including that of sons-in-law through fraudulent means
The most serious allegation is that when the manager appointed the sons-in-law, the signature of Mohammad Ali, who was posted as the treasurer of the madrasa, was allegedly forged. Then his signature was used without any legal authority. On this basis, a total of 15 appointments, including all the sons-in-law of the manager, were allegedly made in a fraudulent manner. This fraud has not only happened at the administrative level, but is also being considered very serious legally.
A turning point in this entire case came when Mohammad Ali, whose name was used in these appointments, himself submitted affidavits several times. He has clarified in writing to high officials like District Magistrate Basti, District Minority Welfare Officer Basti, Assistant Registrar, Chits Fund Gorakhpur and Sub-Divisional Magistrate Haraiya Basti that at the time when these controversial appointments were made, he was not on the post of manager, but was only working as a treasurer. He has also mentioned the actual period of his tenure as manager, which is different from the period of the alleged fraud.
The complainant claims that despite Mohammad Ali's affidavits and other strong evidences and proofs, no concrete action is being taken against manager Munir Ali and his sons-in-law. Rather, they are being continuously paid salaries on the basis of these appointments against the rules. This situation is not only unjust but also points towards misuse of government funds. BJP leader Rajendranath Tiwari has also complained about this entire episode to the Chief Minister and demanded an inquiry.
District Minority Welfare Officer talked about forming an investigation team
After the disclosure of this serious irregularity, District Minority Welfare Officer Amit Singh has said that an investigation team will be formed. He said that according to the government order, the manager of any madrasa cannot appoint any of his relatives, a complaint has been received about the above madrasa, which will be investigated and appropriate and legal action will be taken.
UP government minister assured investigation and action
When this matter came to the notice of the Minority Welfare Minister of the UP government, he was stunned. UP government minister Om Prakash Rajbhar said that the appointment of not one or two but five sons-in-law by the manager of a madrasa is a very serious matter and said that the recruitment process has been stopped to prevent such appointments. This matter will also be investigated and strict action will be taken if found guilty.
The manager of the madrasa rejected the allegations
When the Madrasa manager Munir Ali was contacted and his side was taken, he rejected all the allegations outright and questioned the intentions of the complainant and alleged that Ghulam Ali had become a teacher in his Madrasa through fraudulent means. When an inquiry was conducted into this, his experience certificate was found to be fake, action was taken against him, so now he is making baseless allegations against him. Regarding the appointment of his sons-in-law, the manager said that when his sons-in-law were appointed, he had resigned and after the appointment, he became the manager again.
