Why did the Trudeau government take this decision

Immigration Minister gave a statement

Also last month, Immigration Minister Marc Miller said the Canadian government should have taken action sooner to stem the flow of temporary immigration into the country, which has led to a housing crisis.

The Immigration Department had clarified that multiple visa holders would be allowed to enter Canada from any country as per the requirement during the validity period of the visa. Mark Miller further said, we should have acted a little sooner, especially on the demand of temporary residents.
