Bihar Teachers Joining: The employed teachers who have passed the first phase of competency test under the Bihar School Special Teacher Rules 2023 through the Education Department of the Government of Bihar. They have been given a period from 1 January to 7 January to contribute to the post of special teacher. During this time, the teachers who have passed the first phase of competency test will be working as special teachers in their schools, and after this those teachers will get the pay scale of special teachers. But there are some teachers anyway, who have been deprived of contributing.

Pankaj Kumar Pal, Director of Primary Education from Directorate of Primary Education in the Education Department of Bihar Government, has issued a letter directing all the education officers to get the special teachers to contribute from 1st January to 7th January, in which it has also been told that which teacher cannot contribute under which circumstances. The most important among them is that the teachers who are already employed in the post of class 1 to 5 i.e. primary and have passed the competency test and have passed class 6 to 8, can they contribute as special teachers in the post of class 1 to 5 as before or not.

Now while resolving it in the Education Department, it has been said that it is important to see under what circumstances the District Program Officer had accepted their application, if it had been accepted then they should have been doubted in the counselling, the contribution of such teachers will be immediately suspended and a separate decision will be taken for this. Another big problem that is arising is that the teacher who is already employed and is a teacher of Urdu subject from class 1 to 5 in the primary school and has passed the competency test in general subject, will be on the post of Urdu subject as a special teacher or on the post of general subject.

On this also the Education Department has written in its resolution that while taking the application it will have to be seen under what circumstances the District Program Officer has approved it and if it was so then he should have been doubted during counselling which did not happen. The contribution of such teachers will also be immediately suspended and a separate decision will also be taken on this. At present the employed teachers have been suspended by the Planning Unit for not going to school during the period of passing the competency test, so will they contribute now or not, on this the Education Department has written that they will contribute only after the suspension period is over. That is, those who are suspended in the Planning Unit cannot contribute from January 1 to January 7.

This has benefited those female employed teachers who are currently taking approved maternity leave through the employment unit and have been selected as special teachers by passing the competency test as a special teacher. How will she contribute in the stipulated period? On this, the education department has said that the order of formal approval of your leave period will be issued by the District Education Officer, even after the number of days of leave, you can contribute even after the fixed period of 7 January and your salary will also be estimated like the salary of a special teacher.

Apart from this, the appointed teachers who are already working as in-charge in the school or are working in the post of Head Teacher or Principal, they will contribute in the same post. But the education department has said that you can contribute on your own, if you do not wish to become the Head Teacher then you cannot become one.
