UP Prisons Turn Impenetrable With 7,000+ CCTVs, JARVIS AI, and Electric Fencing
In an extensive overhaul aimed at transforming correctional institutions into high-tech, multi-layered security facilities, the Uttar Pradesh government has modernized prison surveillance, administrative workflows, and inmate reform frameworks across the state. Under the administrative directives of Chief Minister Yogi Adityanath, the state’s correctional infrastructure is transitioning into an integrated digital network emphasizing rigorous inmate monitoring, impenetrable perimeter containment, administrative transparency, and progressive cognitive rehabilitation. Director General of Prisons and Correctional Services, PC Meena, confirmed that the technological upgrade directly impacts daily operations, moving from legacy guarding models to predictive digital oversight. Demonstrating this rapid scaling, the total number of surveillance cameras across state facilities has surged from approximately 4,900 units in June 2025 to more than 7,000 active CCTV cameras, providing uninterrupted, real-time coverage across prison barracks, internal corridors, and sensitive utility zones.
JARVIS AI Integration, First-in-India e-Prisons Module, and Electrified Perimeters
To maximize the efficacy of this massive visual monitoring network, the administration has deployed the advanced AI-driven 'JARVIS' surveillance system, directly linking more than 750 specialized AI cameras to the central command and control room at Prison Headquarters. This artificial intelligence layer tracks behavioral anomalies and perimeter alerts, immediately notifying headquarters of unauthorized movements or security breaches. Beyond interior observation, peripheral defense has been fortified through a multi-tier physical barrier system consisting of heavy razor-wire fencing and high-voltage electric fencing atop primary perimeter walls, drastically eliminating escape hazards and neutralizing external breach risks. Complementing physical security with structural legal reform, Uttar Pradesh has become the first state in the country to implement the 'e-Prisons Early Release Processing Module.' This digital mechanism streamlines the evaluation and clearance of premature release dossiers, drastically reducing bureaucratic processing delays, upholding inmate human rights, and enforcing procedural transparency across judicial and correctional touchpoints.
Digital Court Appearances, Green Solar Lighting, and Modern Libraries in 74 Jails
Administrative modernization has simultaneously eliminated logistical bottlenecks and reduced transit hazards through institutional digitization. Every prison facility in the state has completed the establishment of dedicated Measurement Collection Unit (MCU) rooms, while the Prison Headquarters and localized administrative directorates are actively transitioning into fully paperless operational environments to expedite digital documentation. To eliminate security vulnerabilities during prisoner transportation, comprehensive Video Conferencing (VC) suites have been operationalized across every state prison, enabling safe, technologically synchronized virtual court appearances before judicial magistrate benches. Furthermore, the state is championing sustainable infrastructure by mounting rooftop solar panels and installing specialized solar high-mast lighting arrays across 58 correctional complexes to optimize energy consumption and secure perimeter illumination. Prioritizing reformation alongside deterrence, modern digital libraries have been formally established within 74 prisons statewide, granting inmates structured access to digital literature, educational resources, and skill-building platforms designed to foster long-term cognitive development and post-release social reintegration.
