Under the first phase of this rollout, exactly 10 prominent public statue sites will be renovated in every constituency, totaling 4,030 designated memorial locations. The funds, formally cleared through the Social Welfare Directorate on September 22, 2026, have been allocated across district magistrate accounts to fast-track civil and beautification works on the ground.
Average ₹10 Lakh per Site with Up to ₹40 Lakh Maximum Cap
The financial structure of the scheme allocates an average expenditure of ₹10 lakh per statue site to ensure comprehensive structural enhancements. However, taking local site requirements into account, the state government has instituted a flexible funding framework permitting expenditure up to a maximum cap of ₹40 lakh for high-priority or larger memorial grounds. Detailed project estimates will be prepared by technical executing agencies designated by respective District Magistrates, ensuring that actual civil allocations directly correspond to site-specific infrastructure, space availability, and community needs.
Guarding Against Neglect: Roofs, Boundary Walls, and Modern Lighting
The core objective of the redevelopment initiative is to eliminate long-standing vulnerabilities associated with public memorial installations. Official assessments revealed that hundreds of community statue sites across rural and urban pockets lacked protective roofing and boundary enclosures, exposing sacred memorials to weathering, encroachment, vandalism, and environmental neglect. Under the new guidelines, all 4,030 sites will be fortified with protective overhead canopies, sturdy perimeter boundary walls, modern stainless steel railings, staircases, and aesthetic tiling. The surrounding premises will be transformed into clean, green public squares featuring manicured landscaping, energy-efficient lighting, and an official 3×2.5 foot information display board chronicling Dr. Ambedkar’s life and contributions, vetted directly by the district administration.
Replacing Damaged or Weathered Idols with Premium Marble Statues
Beyond environmental beautification and site fortification, the scheme addresses the physical condition of the memorials themselves. The policy provides explicit administrative protocols for replacing old, cracked, weathered, or vandalized statues installed in public locations with brand-new, high-grade white marble statues. By transitioning away from fragile compositions to durable stone sculpture, the administration aims to maintain the dignity and visual reverence of Dr. Ambedkar and other national icons, preserving public memory for future generations.
Dual-Tier Governance: Steering Committee Headed by CM Yogi
To guarantee seamless inter-departmental synergy and prevent administrative delays, the state has instituted a dual-tier monitoring framework. At the apex sits a high-powered State-Level Steering Committee chaired directly by Chief Minister Yogi Adityanath, featuring ministers and principal secretaries from key portfolios including Social Welfare, Culture, Tourism, Finance, Justice, Rural Development, Panchayati Raj, and Urban Development. Concurrently, an inter-departmental coordination committee presided over by the Chief Secretary will conduct weekly reviews to resolve operational bottlenecks across line departments and municipal bodies.
Constituency-Level Execution with December 31, 2026 Deadline
The scheme features a decentralized operational mechanism, allowing community applications and site recommendations to be submitted via Block Development Officers (BDOs), District Social Welfare Officers, or District Magistrates. On-ground construction can be executed through municipal corporations, district panchayats, or village panchayats in strict compliance with state engineering safety codes.
