Over 1.95 Lakh Old Vehicles Scrapped, Driving Eco-Friendly Transit and Green Jobs

Under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh has achieved significant success in its mission to eliminate polluting, unfit vehicles from its roads. By June 30, 2026, the state’s proactive Vehicle Scrappage Policy led to the scientific disposal of over 1.95 lakh outdated and unroadworthy vehicles. The initiative successfully scrapped more than 1.85 lakh private vehicles alongside over 10,000 government vehicles through authorized facilities, establishing a cleaner, safer, and technologically modern transportation ecosystem across Uttar Pradesh.

High-Tech Infrastructure: Transparent Online Processing via V-Scrap Portal

To guarantee complete transparency and eliminate administrative hurdles for vehicle owners, the state government digitised the entire scrapping mechanism. The system functions smoothly through integration with the Central Government's 'V-Scrap' portal and the national vehicle registry. Currently, 101 Registered Vehicle Scrapping Facilities (RVSFs) are registered across the state, with 50 centers fully operational. These facilities utilize advanced scientific recycling processes to break down End-of-Life Vehicles (ELVs), safely recovering reusable metals, plastics, and rubber components.

Automated Testing Stations: Human-Intervention-Free Vehicle Fitness Verification

Phasing out unsafe and high-emission vehicles relies on modern Automated Testing Stations (ATS). Vehicles undergo comprehensive mechanical and emission checks using computerized machinery that eliminates manual interference. If a vehicle fails to meet safety and environmental benchmarks during automated testing, it undergoes a structured re-examination. Vehicles that fail the secondary evaluation are officially designated as End of Life Vehicles (ELVs) and routed to authorized RVSF centers for scientific dismantling.

Financial Incentives for Owners: Tax Discounts and Transferable Deposit Certificates

The UP Transport Department has structured attractive financial incentives to encourage voluntary participation from private and commercial vehicle owners. Upon handing over an old vehicle to a certified scrapping facility, owners receive an official Certificate of Deposit. This certificate unlocks substantial financial rewards:

• Road Tax Discounts: Up to 15 percent concession on road tax for purchasing a new private vehicle, and up to 10 percent discount for commercial vehicle purchases.

• Scrap Valuation: Owners receive direct cash compensation based on the scrap value and weight of the dismantled vehicle.

• Transferable Benefits: Vehicle owners who do not intend to buy a new vehicle immediately can legally sell or transfer their Certificate of Deposit to prospective buyers through official channels.

Expanding Scrapping Network: Boost for Green Investment and Industrial Growth

To make scrapping facilities universally accessible across all districts, the Uttar Pradesh government is actively encouraging private sector investment to expand the RVSF footprint. Applications for 30 new scrapping centers are currently under administrative consideration. Beyond reducing road accidents, carbon emissions, and air pollution, this expanding industrial network provides low-cost recycled raw materials—such as high-grade steel, aluminum, copper, and rubber—to manufacturing sectors, while creating thousands of direct and indirect jobs in machine operation, logistics, environmental management, and quality control.
