The European Union (EU) has condemned the terrorist attack and expressed condolences to the victims. That said, the EU condemns attacks on innocent civilians everywhere in the world.
Britain expressed condolences
Britain has strongly condemned the terrorist attack on Russia and expressed condolences to the families of the victims. Said that no one can justify such an attack. Foreign Minister David Cameron has expressed Britain's condolences on the incident.
Japan condemned the incident
