Pakistan’s National Assembly has approved two landmark legislative measures overhauling the nation's military leadership hierarchy and nuclear command architecture. Introduced by Defence Minister Khawaja Asif in the presence of Prime Minister Shehbaz Sharif, the Pakistan Defence Forces Act, 2026, alongside key amendments to the National Command Authority Act, 2010, marks a fundamental restructuring of high-level defense operations across the country.

Creation of the Chief of Defence Forces Post

The newly passed legislation formalizes institutional adjustments stemming from the 27th Constitutional Amendment, abolishing the legacy office of the Chairman of the Joint Chiefs of Staff Committee. In its place, the framework institutes the position of Chief of Defence Forces (CDF), currently assumed by Army Chief Field Marshal Asim Munir. This restructuring establishes a centralized Defence Force Headquarters operating under the direct command of the CDF, uniting operational directives for all branches of the armed forces under a single authority.

Expanded Executive and Operational Mandates for General Munir

Under the statutory provisions, the CDF assumes the role of principal military adviser to the Prime Minister across matters of national security, defense policy, and strategic military deployment. The legislation consolidates full operational command and control of the armed forces within the office while maintaining direct administrative responsibility to the federal government. Furthermore, the CDF receives unilateral authority over critical personnel matters across all ranks governed by the Armed Forces Act, including the power to process or reject resignations, enforce service removals, extend active retention, and adjust statutory retirement limits.

Strategic Nuclear Command Changes Amid Regional Turbulence

The legislative package also formalizes the role of Commander of the National Strategic Command (CNSC), an office recently filled following the promotion of General Syed Amir Raza. This specialized command structure oversees crucial aspects of the country's strategic and nuclear apparatus within the revised National Command Authority framework. The parliamentary approval in Islamabad arrives during a critical security climate marked by escalating domestic pushback and civil unrest across Pakistan-occupied Kashmir (PoK). Following clearance in the National Assembly, the legislative measures advance to the Senate for final statutory endorsement.
