Yogi Govt Tech Boom: UP Ranks as India’s 3rd Largest Startup Ecosystem

In a landmark achievement that underscores Uttar Pradesh’s aggressive transition from an agrarian powerhouse into an innovation-driven industrial engine, the state has officially emerged as the third-largest startup ecosystem in India under the leadership of Chief Minister Yogi Adityanath. Driven by progressive regulatory frameworks, direct financial incentives, and expanded institutional infrastructure, the state has now surpassed 24,000 startups registered with the Government of India’s Department for Promotion of Industry and Internal Trade (DPIIT), alongside more than 3,500 specialized ventures recognized under the state's dedicated "Start-in-UP" initiative. What began with the institutionalization of the Uttar Pradesh Startup Policy 2020 on July 15, 2020—which set an initial baseline to build 10,000 startups and 100 incubators—followed by major policy amendments in November 2022, has culminated in the state securing prestigious "Top Performer" status in national DPIIT rankings, fundamentally transforming local youth from job seekers into high-value employment generators.

Deep-Tech Focus & Research Excellence: Noida and Lucknow U-Hubs Anchor Next-Gen Innovation

Moving far beyond volume metrics, Uttar Pradesh’s startup strategy places a heavy emphasis on deep-tech, artificial intelligence, and proprietary research-based commercialization. To accelerate next-generation enterprise development, the state has designed a network of eight state-of-the-art Centers of Excellence (CoEs), already highlighted by operational facilities at the Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) in Lucknow for medical electronics and healthcare technology, as well as the Indian Institute of Technology (IIT) Kanpur’s Noida extension campus dedicated to artificial intelligence. Bolstering this momentum, the government has cleared approvals for seven additional Centers of Excellence covering frontier sectors including machine learning, medtech, unmanned aerial vehicles (drones), 5G/6G telecommunications infrastructure, blockchain architectures, and additive manufacturing. To integrate these technological advancements seamlessly with venture capital, the Yogi cabinet approved the landmark Uttar Pradesh Startup Policy 2026 on July 10, 2026, establishing the dedicated Uttar Pradesh Startup Mission Directorate alongside specialized "U-Hubs" (Deep-Tech Innovation Hubs) strategically located in Noida and Lucknow to serve as regional nodes connecting academic laboratories, institutional investors, and ambitious tech founders.

Capital Infusion and Inclusive Growth: Over ₹38 Crore Disbursed as 11,000 Women Founders Take the Lead

A critical driver behind the state's entrepreneurial surge is the sustained deployment of direct capital and physical incubation support, ensuring high survival rates for early-stage companies across tier-1, tier-2, and tier-3 cities. Across multiple government assistance frameworks, the state has distributed a cumulative ₹3,833.525 lakh (approximately ₹38.34 crore) to ventures and incubation facilities, including ₹123.14 lakh in monthly maintenance allowances across 150 startups, ₹1,457.425 lakh in seed capital and marketing grants across 440 enterprises, and ₹539.86 lakh in prototyping assistance for 111 high-potential companies. Simultaneously, physical infrastructure has been scaled through ₹1,347.54 lakh in operational expenditure grants across 59 incubators and ₹365.56 lakh in capital subsidies for 16 facilities, bringing the total operational government-recognized incubator network to 88 facilities across fintech, edtech, healthtech, and agritech. This financial backing was reinforced on August 27, 2026, when Chief Minister Yogi Adityanath handed over ₹3.42 crore in direct incentives to 107 startups, ₹1.79 crore to nine incubators, and officially launched the integrated UP Startup Mission portal. Demonstrating historic demographic inclusivity, more than 11,000 registered startups in the state are actively led by women entrepreneurs, while 48 breakthrough local enterprises have secured institutional capital from the Small Industries Development Bank of India (SIDBI), cementing Uttar Pradesh’s reputation as one of the most dynamic and inclusive commercial launchpads in the country.
