Yogi Cabinet Clears ₹5-Lakh Cashless Healthcare for 1.70 Lakh Employees
Delivering a major festive welfare boost ahead of Diwali, the Uttar Pradesh cabinet chaired by Chief Minister Yogi Adityanath on Tuesday, October 27, 2026, officially greenlit a comprehensive cashless healthcare scheme providing medical treatment up to ₹5 lakh for teaching and non-teaching personnel across basic and secondary education institutions. Announced by Finance Minister Suresh Kumar Khanna following a high-level cabinet session in Lucknow where all 22 presented administrative proposals received unanimous approval, the healthcare safety net extends cashless hospitalization benefits to employees and their dependent family members across aided, unaided, and council-run institutions. Under the approved framework, beneficiaries will be able to access inpatient medical care across government facilities as well as designated private hospitals empaneled under state health networks, freeing thousands of education sector families from the burden of out-of-pocket medical expenditures during critical health emergencies.
Coverage Across Basic & Secondary Wings: Over 1.70 Lakh Personnel to Benefit
Detailing the demographic reach of the landmark order, Finance Minister Suresh Khanna stated that the scheme bridges a longstanding welfare gap by incorporating personnel from the Basic Education Council, non-government aided junior high schools, recognized unaided institutions, and the Samagra Shiksha Project. Within the Basic Education Department alone, the initiative covers 1,22,304 employees and their dependent family members, with the state exchequer absorbing an annual premium of ₹3,000 per worker, translating into an annual budgetary outlay of ₹36.69 crore. Broadening the protective umbrella into the secondary schooling network, an additional 48,062 staff members employed in government-aided and unaided secondary schools, traditional Sanskrit schools, and affiliated Sanskrit colleges have also been brought under the medical net. This secondary education component entails an annual state expenditure of approximately ₹14.42 crore at an identical ₹3,000 per-employee annual premium, guaranteeing unified health coverage to over 1.70 lakh education sector personnel across the state.
SACHIS Execution and Ayushman Bharat-Linked Treatment Packages
To ensure swift claims processing, seamless hospital admissions, and zero bureaucratic friction for patients, the cashless health scheme will be executed and monitored through the State Agency for Comprehensive Health and Integrated Services (SACHIS). Beneficiaries can avail themselves of diagnostic, surgical, and therapeutic interventions across state-run medical colleges, district hospitals, and accredited private healthcare facilities without any upfront cash deposit. The reimbursement and treatment tariff structures will be strictly aligned with the operational package rates determined periodically by the Pradhan Mantri Ayushman Bharat Jan Arogya Yojana (PM-JAY) and the National Health Authority (NHA). By standardizing medical protocols with national benchmarks, the state administration ensures equitable access to high-quality secondary and tertiary medical care, turning this pre-Diwali announcement into an enduring institutional healthcare shield for Uttar Pradesh’s extensive academic workforce.
