Yogi Cabinet Approves Cow Insurance & ₹50,000 Rearing Grant
In a comprehensive policy sweep aimed at accelerating economic growth, rural livelihoods, and industrial modernization, the Uttar Pradesh Cabinet chaired by Chief Minister Yogi Adityanath on Tuesday, October 27, 2026, unanimously approved 22 landmark proposals. Convened at the state secretariat in Lucknow, the high-level meeting introduced pivotal welfare schemes spanning animal husbandry, expressway infrastructure, defence education, high-tech manufacturing, and urban civic amenities. Announcing the cabinet verdicts, state ministers highlighted that the cleared decisions maintain a balanced focus between grassroots agrarian support and high-octane capital investments. The most prominent announcements include groundbreaking social security nets for dairy farmers and cattle rearers, alongside decisive operational sanctions for major connectivity corridors and tech parks designed to drive Uttar Pradesh toward its trillion-dollar economic aspiration.
Massive Rural & Cattle Welfare Push: ₹50,000 Grant and 85% State-Backed Cow Insurance
Marking a major milestone in livestock welfare and rural economic stability, the cabinet approved an extensive animal insurance and financial assistance framework for cow rearers across the state. Under the new initiative, dairy and cattle farmers will receive a direct grant of ₹50,000 for raising indigenous cows, while the state government will absorb 85 percent of the total premium cost for cattle insurance, insulating farmers from catastrophic livestock losses. In tandem with rural empowerment, the cabinet sanctioned the free allocation of land for the construction of modern agricultural warehouses in the Bundelkhand districts of Jhansi and Lalitpur to curb post-harvest losses. On the educational and healthcare front, the cabinet finalized the free transfer of 9.524 hectares of land in Nauner Gram Sabha for the expansion of Mainpuri Sainik School. It also extended comprehensive cashless medical treatment facilities to non-teaching personnel and their dependent family members serving across the Basic Education Department, secondary schools, and traditional Sanskrit institutions.
Mega Connectivity Boost: Green Signal for 4 Major Link Expressways Across UP
Signaling a massive push toward seamless regional transit and logistics integration, the cabinet officially approved the developer selection process for four major link expressway projects. The network expansion includes the Farrukhabad Link Expressway, a dedicated link expressway connecting the Purvanchal Expressway directly with the Agra-Lucknow Expressway, the Jhansi Link Expressway in Bundelkhand, and the Jewar Link Expressway providing direct, high-speed arterial access to the Noida International Airport. These strategic transit corridors are engineered to link emerging manufacturing clusters with primary freight freeways, drastically cutting transit turnaround times for heavy commercial cargo. Complementing surface transit, the cabinet also approved the promulgation of the Uttar Pradesh Inland Vessels Rules-2026, establishing standardized safety, navigational, and commercial frameworks to unlock cargo and passenger potential across the state's navigable riverways.
Tech Innovation, PM Mitra Mega Textile Park, and Urban Projects: Key Industrial Approvals
Strengthening the state's industrial footprint, the cabinet ratified the recommendations of the Empowered Committee concerning Foreign Direct Investment (FDI) and capital infusion by multinational enterprises, alongside key approvals under the Uttar Pradesh Global Capability Centres (GCC) Policy 2024. In the manufacturing domain, the master developer selection proposal was formally cleared for the flagship PM Mega Integrated Textile Region and Apparel (PM MITRA) Park, slated to be established across 1,000 acres in the contiguous Lucknow-Hardoi corridor. The cabinet also gave its official nod to the 69.52-acre 'PRAGATI' Robotics and AI Park in Greater Noida, while clearing the establishment of a state-wide Cyber Security Operations Centre to defend digital public infrastructure. For judicial and civic development, administrative and financial sanctions were granted for the construction of 845 residential quarters for High Court officials in Prayagraj, alongside a modern auditorium and working women's hostel in the city. Rounding off the 22 decisions, budgetary expenditure proposals were sanctioned for seven major sewerage and drinking water infrastructure projects to modernize civic utilities in Lucknow and Varanasi.
