UPITS: Goyal Hails ₹3K Cr Deals, Hits Out at 'Beginners'

Addressing a high-profile plenary session at the UP International Trade Show (UPITS) in Greater Noida, Union Minister for Commerce and Industry Piyush Goyal launched a sharp critique against the pre-2017 regime while showcasing Uttar Pradesh's rapid industrial resurgence. Characterizing the administration prior to 2017 as a "government of beginners," Goyal underscored that the electoral transition in 2017 catalyzed a resolute journey toward transforming the state into a developed, investment-friendly destination. Pointing to the successful fourth edition of UPITS, the Union Minister stated that global markets now perceive Uttar Pradesh as a reliable powerhouse of trade, leaving behind an era of policy inertia and investor apprehension.

₹3,000 Crore in Deals: High-Tech Manufacturing and Expressways Power Export Surge

The trade show served as a concrete indicator of the state's commercial ascent, with commercial pacts and export agreements valued between ₹2,000 crore and ₹3,000 crore signed on the sidelines of the mega expo. Highlighting the state's changing industrial landscape, Goyal pointed out that strategic capital investments in semiconductor fabs, advanced robotics, expansive expressway corridors, and industrial parks have transformed Uttar Pradesh into a prime destination for global conglomerates. In contrast to the pre-2016 period when corporate capital actively avoided the region and state balance sheets were weighed down by persistent fiscal deficits, the current governance model has integrated domestic manufacturers directly into international supply chains.

Fiscal Turnaround: Revenue Multipliers in Excise, Land, and Mining

Backing his assessment with official financial indicators, the Union Minister credited Chief Minister Yogi Adityanath's aggressive crackdown on illegal cartels in sand mining, land encroachment, and illicit liquor for turning state finances around. Excise revenue from liquor, which stood at ₹14,273 crore during 2016-17, surged over four-and-a-half times to cross ₹63,000 crore. Similarly, land revenue jumped dramatically from ₹11,564 crore to ₹43,802 crore, while mining royalties saw an unprecedented climb from ₹1,548 crore to upwards of ₹7,000 crore. Goyal concluded that these mobilized revenues have allowed Uttar Pradesh to fund transformative public infrastructure and deliver sustained double-digit growth.
