UP Clears Historic NHM Transfer Policy After 20 Years; 85K to Benefit

In a landmark administrative reform bringing massive relief to the healthcare workforce, the Uttar Pradesh government has officially notified a comprehensive inter-district transfer policy for contractual personnel working under the National Health Mission (NHM). Ever since the launch of the National Rural Health Mission (NRHM) in 2005 and its subsequent integration into the National Health Mission (NHM), contractual healthcare workers across the state have consistently raised demands for an institutional transfer mechanism. Ending the two-decade-long wait, NHM Mission Director Dr. Pinky Jowal formally promulgated the operational framework on Wednesday, September 30, 2026. Under this progressive directive, approximately 85,000 contractual employees who have completed at least three consecutive years of service will now be eligible to seek transfers across districts based on sanctioned vacancies and mutual consent.

Portal Window Open Oct 3 to 14: Eligibility Standards, Priority Quotas, and Verification

The entire application process will be administered through the state's Human Resource Portal, with the submission window remaining active from October 3 to October 14, 2026. According to the official framework, employees who have accumulated 180 days or more of unpaid leave during their three-year tenure will be rendered ineligible for transfer consideration. To ensure compassionate administrative redressal, preferential processing will be extended to employees facing personal disability, severe medical ailments, those serving in designated aspirational districts or blocks, widowed or divorced female personnel caring for minor children, dependents of critically ill parents or in-laws, and candidates whose spouses are employed in government departments, the NHM itself, or Central Armed Police Forces. Applicants can list up to three district preferences—with a minimum of one mandatory choice—while total inter-district movements will be capped at 10 percent of the total contractual cadre, subject to rigorous document verification and recommendations by the respective Chief Medical Officer (CMO).

Mandatory Transfers for Long-Serving Managerial Staff: Union Welcomes Historic Order

The newly notified policy also mandates structural administrative churn for personnel posted within District and Block Programme Management Units. Officials holding key administrative responsibilities—such as District Programme Managers (DPM), District Community Process Managers (DCPM), District Accounts Managers (DAM), Block Programme Managers (BPM), Block Community Process Managers (BCPM), and Block Accounts Managers (BAM)—who have completed more than five years of continuous tenure in a single district will undergo compulsory transfer to another district to enhance administrative efficiency. Hailing the government's decision, Yogendra Upadhyay, State President of the United National Health Mission Employees Union, expressed profound gratitude, underscoring that this policy will eliminate years of emotional and financial hardship for thousands of health workers stationed hundreds of kilometers away from their hometowns and aging families.
