UP Cabinet Greenlights ₹2,000-Crore PRAGATI Park with 1 Lakh Jobs

In a landmark decision aimed at transforming Uttar Pradesh into India's premier nexus for high-end technology, automated manufacturing, and deep-tech innovation, the state cabinet chaired by Chief Minister Yogi Adityanath on Tuesday, October 27, 2026, officially approved the establishment of the 'Platform for Robotics and AI Growth through Technology and Innovation' (PRAGATI) Robotics Park in Greater Noida. Spanning an expansive 69.52 acres of prime industrial land, the ambitious project is designed to provide integrated, world-class infrastructure for global robotics enterprises, homegrown hardware startups, research institutions, and precision component manufacturers. Highlighting the strategic roadmap, Finance Minister Suresh Kumar Khanna underscored that the mega park will drive indigenous design and fabrication, accelerate commercial Artificial Intelligence applications, and position the National Capital Region (NCR) as a globally competitive manufacturing corridor. Upon full-scale development, the initiative is projected to unlock more than one lakh direct and indirect employment opportunities for skilled technical youth while contributing an estimated annual Gross Value Addition (GVA) of ₹2,000 crore to the state's economy.

Two-Zone PPP Framework: Equity Structure, Funding, and 36-Month Execution Timeline

To optimize operational efficiency while balancing state oversight with industrial agility, the development of the Pragati Robotics Park has been partitioned into two specialized zones. Zone 1, encompassing eight acres, will be constructed, managed, and operated through a dedicated Special Purpose Vehicle (SPV) established under the Public-Private Partnership (PPP) model, where the Greater Noida Industrial Development Authority (GNIDA) will hold a 26 percent equity stake and a selected industrial partner will hold the remaining 74 percent. Under the approved financial framework, the Greater Noida Authority will infuse ₹211 million (₹21.1 crore) in equity capital, while the Uttar Pradesh government will grant an interest-free loan of ₹1,262 million (₹126.2 crore) spanning a 30-year tenure, with land lease premiums reimbursed through the state's Department of IT and Electronics. Zone 2, covering 61.52 acres, will be allocated to private enterprises to establish commercial production lines and supply-chain units without placing any capital burden on the state exchequer, with five percent of the development fee revenue directed to the SPV as service charges. Selection of the private consortium will proceed under a stringent Quality-Based Selection (QBS) model, with clear mandates to operationalize Zone 1 within 36 to 48 months from the SPV's formal registration under the supervision of a dedicated state monitoring committee.

State-of-the-Art GPU Labs, Global Certification Centers, and Import Substitution Drive

At the technological core of the park lies an ecosystem of shared facilities designed to dramatically lower research and development barriers for emerging entrepreneurs and tech innovators. The unified campus will host cutting-edge rapid prototyping labs, motion capture suites, extensive data repositories, and high-performance AI compute infrastructure powered by advanced enterprise-grade GPUs, made accessible to startups at subsidized rates. A standout pillar of the park will be an international-standard robotics testing and certification facility equipped to grant CE (Conformité Européenne) and UL (Underwriters Laboratories) compliances, eliminating domestic dependencies on overseas testing agencies and accelerating global market entry for Indian products. Beyond creating high-value jobs in mechatronics, embedded systems, and machine learning across the Gautam Buddha Nagar district, the Pragati initiative acts as a strategic shield against foreign import reliance, empowering domestic manufacturing across healthcare automation, industrial logistics, defense robotics, and heavy engineering.
