Lucknow JPNIC Handed Over to Private Sector: Yogi Cabinet Approves 30-Year Lease Agreement

In a significant policy decision aimed at reviving and utilizing stalled public infrastructure, the Uttar Pradesh cabinet under the leadership of Chief Minister Yogi Adityanath has approved handing over Lucknow’s landmark Jai Prakash Narayan International Centre (JPNIC) to private operators on a 30-year lease. Originally constructed during the previous Akhilesh Yadav administration in Gomti Nagar, the multi-crore project will now be managed by Vrindavan Bottlers Private Limited and Rockwood Hotels and Resorts Private Limited.

Financial Structure and 30-Year Lease Agreement Details

During the cabinet meeting chaired at Lok Bhavan on Tuesday, Finance Minister Suresh Kumar Khanna announced the comprehensive financial parameters of the agreement:

• Annual Lease Rent: The operating company will pay an initial annual lease rent of ₹6 crore to the Lucknow Development Authority (LDA), with a 5% compounding annual increase.

• Government Recovery: The Lucknow Development Authority will collect lease proceeds and repay the state government a total of ₹857 crore—inclusive of interest—over the 30-year span, offsetting the project's cumulative expenditure of ₹821.74 crore.

• Security and Guarantees: The selected operator has submitted an advance payment of ₹10.11 crore alongside a substantial performance guarantee of ₹25 crore.

• Extension Clauses: Based on performance and mutual consensus, the operational contract includes provisions for potential extensions of an additional 30 years followed by another 25 years.

Free Access for Government Events and Public Sports Facilities

To balance commercial operation with public utility, the lease agreement mandates that JPNIC will be made available completely free of charge to the government for 50 days each year to host official state events and functions. Furthermore, the sprawling facility—which boasts an advanced auditorium, a state-of-the-art convention center, a world-class sports complex, multipurpose courts, and multi-level parking—will offer its high-end sports and recreational infrastructure to the general public at affordable rates.

Following the formal dissolution of the previously formed three-tier operating society and the transfer of administrative control to the LDA, this strategic lease agreement paves the way for JPNIC to transition from an underutilized landmark into a vibrant hub for sports, corporate events, and public engagement in Lucknow.
