By integrating advanced surveillance systems, expanding inmate holding capacities, and renovating old administrative wings, the administration has fundamentally transformed correctional centers into highly secure, modern facilities. Highlighting this comprehensive overhaul, PC Meena, Director General of Prisons and Correctional Services, noted that the state's strategic prioritization of law enforcement extends beyond street policing straight into correctional administration, ensuring that detention centers operate with top-tier surveillance, humane living conditions, and robust physical infrastructure.

Massive 215% Budget Surge: Funding Multiplies Across Successive Fiscal Terms

The financial backing allocated to prison management has expanded exponentially under the current regime to ensure rapid modernization:

  • Massive Budgetary Expansion: In the financial year 2017–18, the state allocated ₹913.07 crore to the Prisons Department, which has skyrocketed to ₹2,877.58 crore for the financial year 2026–27, marking a monumental rise of nearly 215 percent.

  • Term-Wise Growth Trajectory: During the administration's initial phase between FY 2017–18 and 2021–22, a combined budget of ₹5,494.41 crore was directed toward correctional wings; however, from FY 2022–23 through 2026–27, this capital outlay surged more than twofold to reach ₹11,913.53 crore.

  • Prioritizing Modern Infrastructure: The bulk of these expanded fiscal grants was invested directly into structural enhancements, eliminating overcrowding, building specialized high-security cells, and deploying automated monitoring frameworks.

To address structural deficiencies and decongest old penal facilities, the state government is building six new state-of-the-art district jails across key districts:

  • District Jail Kushinagar: Under active development with an allocated outlay of ₹228.31 crore to handle regional judicial custody requirements.

  • District Jail Mahoba: Progressing rapidly across Bundelkhand with an investment of ₹203.42 crore.

  • District Jail Hapur: Expanding urban incarceration infrastructure in Western UP at an approved budget of ₹190.08 crore.

  • District Jail Hathras: Establishing modern perimeter security and surveillance facilities with an allocation of ₹184.94 crore.

  • District Jail Jaunpur: Under construction at a capital estimate of ₹179.79 crore to ease pressure on existing regional establishments.

  • District Jail Amethi: Being built with modern barracks, medical centers, and boundary walls at a total cost of ₹176.12 crore.

Strategic Land Acquisitions for Upcoming High-Security Prisons

Parallel to ongoing construction, the state has actively sanctioned dedicated funds for land purchases to lay the groundwork for upcoming facilities:

  • Shamli District: Sanctioned a substantial ₹96.20 crore for land acquisition to establish a modern district correctional home.

  • Saharanpur District: Approved ₹50.87 crore to acquire parcels of land for judicial custody expansions.

  • Chandauli District: Cleared ₹34.27 crore in land acquisition funds to bolster administrative capabilities along the eastern border.

  • Amroha District: Allocated ₹32.28 crore for dedicated prison land procurement.

  • Sambhal & Ballia Districts: Sanctioned ₹24.56 crore for Sambhal and ₹24.12 crore for Ballia to secure administrative lands for future correctional complexes.
