The punitive measures were enforced after statutory investigations revealed that all three digital marketplaces were actively hosting, advertising, and facilitating commercial transactions for an unregistered and potentially hazardous chemical compound known as "Cyclocinone Herbicide," in direct contravention of Indian consumer safety norms and agrochemical trade regulations.
Unregistered Under Insecticides Act 1968: Ministry of Agriculture Complaint Sparks Action
The regulatory crackdown gained momentum following a formal complaint filed by the Crop Care Federation of India (CCFI), which was forwarded directly to the consumer protection regulator by the Union Ministry of Agriculture and Farmers Welfare. During the detailed technical probe, the Agriculture Ministry clarified that no chemical compound or active formulation named "Cyclocinone" is registered in the official statutory schedule under the Insecticides Act, 1968. By permitting its retail distribution online without statutory registration, the platforms allowed an unverified agrochemical to bypass rigorous bio-efficacy trials, toxicity evaluations, environmental quality checks, and mandatory product safety verifications required by law, thereby exposing agricultural cultivators and the environment to unquantified chemical hazards.
15-Day Compliance Window and Mandatory Platform Self-Audits
Alongside the monetary fines, the CCPA issued a strict cease-and-desist directive compelling Amazon, Flipkart, and JioMart to immediately scrub all existing commercial listings, search keywords, and promotional advertisements for Cyclocinone Herbicide across their web portals and mobile applications. Furthermore, the consumer watchdog mandated all three e-retailers to conduct exhaustive internal catalog self-audits to systematically identify, delist, and block unauthorized chemicals, hazardous formulations, and non-compliant third-party goods that violate prevailing safety statutes. The e-commerce corporations have been directed to submit comprehensive compliance and remediation reports to the regulatory authority within a strict fifteen-day deadline from the date of the formal order.
