In a progressive regulatory overhaul aimed at modernising labor standards, enhancing employee safety, and boosting workforce participation, the Uttar Pradesh government led by Chief Minister Yogi Adityanath has approved the comprehensive Uttar Pradesh Occupational Safety, Health and Working Conditions Rules-2026. Cleared during a crucial cabinet meeting chaired at Lok Bhavan, the new rules introduce sweeping reforms for factories, commercial establishments, and shops employing 10 or more workers, while creating specialized provisions for female employees and migrant workers.
Mandatory Appointment Letters and Free Annual Health Check-Ups
Under the newly enacted framework, formalizing employment terms has been made a strict statutory requirement across covered establishments. Employers must now provide formal appointment letters to all workers. Furthermore, employers are legally mandated to arrange free annual health check-ups for their staff at the company's expense.
The regulations streamline bureaucratic compliance by replacing multiple separate registrations with a single unified registration and common license system covering contract workers, interstate migrant laborers, and other specified categories. Administrative processes such as licensing, record-keeping, and return filings have also been fully transitioned to digital electronic platforms.
Night Shift Work for Women With Consent and Robust Safety Guarantees
A standout feature of the 2026 rules is the formal provision enabling women employees to work across all types of establishments and take on night shifts with their explicit consent. To ensure a secure working environment, employers must implement robust safety measures, transit security, and adequate workplace facilities.
The framework also mandates essential baseline amenities at every workplace, including clean drinking water, separate restrooms, washing facilities, dining canteens, and well-stocked first-aid boxes, ensuring dignified and hygienic working conditions.
