A major strategic healthcare partnership between Uttar Pradesh and Japan took shape during the "UP-Japan Healthcare and Care Economy Partnership" sectoral session at the Indira Gandhi Pratishthan in Lucknow. The bilateral dialogue centered on cross-border collaboration across pharmaceuticals, medical education, advanced surgical robotics, and skilled healthcare staffing. By bridging Uttar Pradesh's demographic dividend with Japan's advanced medical engineering, the initiative establishes an institutional roadmap for healthcare innovation and overseas employment.
Expanding Medical Infrastructure and Global Healthcare Careers
Addressing the session, Deputy Chief Minister Brajesh Pathak highlighted the state's expanding public healthcare network, noting that the tally of operational medical colleges in Uttar Pradesh has surged from 47 to over 83 alongside an expansion in MBBS, MD, nursing, and paramedical seats. To address Japan’s growing demand for qualified caregivers and healthcare personnel, the state will facilitate the deployment of certified doctors, pharmacists, nurses, and medical technicians, backed by specialized language instruction and Japanese workplace orientation programs.
400-Acre Medical Tech Park, Pharma MoUs, and PPP Investments
Additional Chief Secretary (Health) Amit Ghosh confirmed that the state government is actively advancing robotics-assisted healthcare and specialized device manufacturing in collaboration with Japanese partners. A flagship 400-acre "Medical Tech Park" is planned in the state to foster medical innovation. Additionally, the state executed Memorandums of Understanding (MoUs) with 12 pharmaceutical companies in a single day, while actively engaging Japanese institutional investors to co-develop new medical colleges under the Public-Private Partnership (PPP) model.
Skill Development Network and Language Training Centers
Minister of Vocational Education and Skill Development Kapil Dev Agarwal and Principal Secretary Dr. Hariom outlined plans to leverage Uttar Pradesh's extensive network of ITI and polytechnic institutions. Specialized skill development centers will be established to deliver targeted training in geriatric caregiving, Japanese work culture, language proficiency, and technical competencies. The state continues to streamline approvals for Japanese industrial partners via its dedicated single-window clearance mechanism.
Addressing Japan's Demographic Shift with UP's Youth Power
Labor and Employment Minister Anil Rajbhar and Principal Secretary Dr. M.K. Shanmuga Sundaram emphasized that while Japan faces labor shortages driven by an aging demographic, Uttar Pradesh holds a vast demographic advantage. The state administration aims to establish transparent, safe migration pathways for certified workers. The session concluded with representatives from Invest UP and the Skill Development Mission honoring the Japanese delegation, including Juichi Kobayashi, Director General of the Industrial Policy Department of Yamanashi Prefecture.
