The tensions leading up to the Chief Minister's tour originated from an incident in Agra's Shastripuram locality, where locals and activists discovered the national flag and a saffron flag discarded in a garbage heap. Outraged by the discovery, members of the Hindu Mahasabha formally lodged a complaint at the Sikandra police station, demanding immediate legal action and the swift arrest of those responsible. However, following what activists labeled as police inaction and administrative apathy, leadership announced plans to stage a direct protest and seek a meeting with Chief Minister Yogi Adityanath during his official itinerary.
House Arrests and Police Crackdown on Activists

Provincial law enforcement placed Nisha Thakur, a prominent local leader of the Akhil Bharat Hindu Mahasabha, under strict house arrest at her residence.
