India's AI Ambitions Meet Local Resistance: Protests Erupt Over Data Center Projects
India's soaring aspirations to establish itself as a global artificial intelligence (AI) superpower have encountered significant grassroots resistance. Local residents and environmental activists have launched vocal protests in Thane (Maharashtra) and Visakhapatnam (Andhra Pradesh) against massive upcoming data center projects backed by global tech giants like Amazon and the Google-Adani partnership. While the central government actively promotes digital infrastructure to attract foreign investment, local communities are raising red flags over heavy resource consumption, demanding greater accountability regarding water and electricity allocation in densely populated urban and residential zones.
Thane Residents Protest 58-Acre Amazon Data Center
In Thane's Balkum and Majiwada areas, residents have strongly opposed a sprawling 53 to 58-acre data center project. Protest leaders point out that a major portion of Thane's population relies heavily on water tankers, making the introduction of a high-resource facility within a residential neighborhood a severe public inconvenience. Activists clarified that they are not against technological advancement or AI innovation, but rather object to placing massive infrastructure in crowded urban pockets without evaluating the cumulative strain on civic amenities. Tensions rose further when locals discovered data centers are categorized as essential services, triggering fears that these facilities might receive priority water and electricity allocations during local scarcity periods.
Tech Giants Respond: Cooling Technologies and Water Usage
In response to mounting public concern, Amazon issued a formal clarification regarding its Thane project, assuring residents that water will not be utilized for server cooling. The company stated that it does not use water for cooling at any of its Indian data facilities and avoids local potable water sources entirely. According to Amazon, the approved water supply permit for the Thane site is limited to a minimal 0.01 Million Litres per Day (MLD), allocated strictly for basic human consumption, such as drinking water and sanitation facilities for on-site employees.
Visakhapatnam Citizens Oppose Google-Adani Hyperscale Cluster
A parallel wave of opposition is unfolding in Visakhapatnam, where citizen coalitions and environmental groups are protesting the proposed Google-Adani hyperscale AI data center complex. Designed as a massive 1-gigawatt (1-GW) cluster, the project is planned across three distinct locations: 200 acres in Tarluvada, 120 acres in Adavivaram-Mudasarlova, and 160 acres in Rambilli within the Anakapalle district. On July 19, over 100 demonstrators took to the streets, expressing deep concerns over land acquisition transparency, environmental clearances, and the long-term strain such energy-intensive mega-projects will place on regional resources.
