While past enumerations classified them under non-economic activities, data collectors will no longer record beggars as a distinct demographic group, reflecting a modernization of survey parameters and addressing historical reporting discrepancies.

Why The Beggar Category Was Removed From The Census

According to official sources, the decision to drop beggars and vagabonds as a standalone category stems from unreliable data collection in previous decennial exercises. In the 2011 Census, only 3.8 lakh individuals identified themselves under this category (down from 6.3 lakh in 2001 and 5.4 lakh in 1991). Officials noted that social stigma often caused respondents to hesitate or refuse identification under this label, making the figures statistically unviable. In the upcoming census, individuals previously falling into this bracket will instead be categorized under "others," meaning detailed metrics regarding their age, state distribution, religion, or education will no longer feature in official census tables.

New Migration Triggers And Parental Information Columns

The 2027 questionnaire introduces several critical updates to capture modern demographic trends:

  • Natural Disasters as Migration Triggers: Alongside traditional reasons like work, education, business, marriage, and family relocation, "natural disasters" has now been officially added as a distinct reason for migration.

  • Parental Details: New data columns will record the birth date, birthplace, and religion of parents, specifically captured if parents are deceased or reside outside the surveyed household. This addition will help track multi-generational demographics, interfaith marriage trends, and citizenship eligibility metrics under the Citizenship Act.

Data Collection, Confidentiality, And Optional Identifiers

The questionnaire will also request modern identifiers such as mobile numbers, voter IDs, passports, and digital identity details where available. However, government sources emphasize that data collectors have been strictly trained to reassure citizens regarding total data confidentiality. Providing these specific identification numbers remains entirely voluntary; if respondents hesitate, enumerators are instructed to leave those specific fields blank rather than coerce participation.
